Jean GazarianThis workshop caters to the needs of diplomats who are involved in the negotiation of international legal instruments in the context of their work at the United Nations. It aims to sensitize the participants to the multilateral processes, negotiation techniques commonly used and rules of procedure relating to the making of such multilateral instruments as resolutions, declarations and treaties.
Special Fellow Roy Lee, Senior Fellow Jean Gazarian and the participants of 2006OrganizationThe workshop consists of five meetings and covers the following aspects: (a) processes, (b) methods and techniques in multilateral negotiations and (c) procedural aspects. Examples will be based on actual cases. Participants will be grouped to facilitate discussions and simulation exercises.
ParticipantsThe course is designed for participants who are involved in the drafting and negotiation of multilateral legal instruments but do not specifically possess a legal background. For pedagogical reasons, the number of participants will be limited. UNITAR thus reserves the right to make a selection among the candidates, if necessary. The selected candidates are requested to regard their participation as a firm commitment.
Resource Person The workshop will be conducted by Mr. Roy S. Lee, UNITAR Senior Special Fellow. He was formerly Director of the Codification Division in the Office of Legal Affairs of the Secretariat. Mr. Lee is a distinguished scholar and practitioner in international law and relations and has been associated with the United Nations since 1967, working in the fields of human rights, law of the sea and legal affairs. He was Secretary of the Sixth Committee, the International Law Commission and several law-making bodies. He has conducted this workshop for UNITAR since 1988.
